When we imagine an AI takeover, Hollywood has conditioned us to picture The Terminator—an army of rogue robots marching through the streets with weapons drawn. But according to historian and philosopher Yuval Noah Harari, this image is completely wrong. The takeover won’t happen with bullets and explosions; it will happen quietly, from the inside out, through the very systems that govern our daily lives.
In a recent, shocking lecture at Oxford, Harari outlined a compelling and terrifying vision of our immediate future. He argues that AI is no longer a tool in our hands, but an independent agent with its own agenda. Here is a breakdown of how Harari believes AI is already rewriting the code of human civilization.
The “Oxygen” of Artificial Intelligence
To understand how AI will dominate, Harari draws a fascinating parallel to Earth’s evolutionary history. Billions of years ago, ancient microbes pumped deadly oxygen into the atmosphere, causing mass extinctions but eventually paving the way for the oxygen-breathing lifeforms we are today.
Today, humans are doing something similar. We are filling the world with data, digital networks, and complex bureaucracies. While humans often feel suffocated by endless paperwork and bureaucracy, AI thrives in it. As Harari notes, just as fish live in oceans and monkeys live in forests, AIs live in bureaucracy.
Because AIs are “native bureaucrats,” they are poised to wield enormous power. No human lawyer can instantly recall every law of the UK, and no human accountant can memorize millions of corporate transactions—but an AI can. Soon, millions of AI bureaucrats will make life-altering decisions: AI bankers will approve loans, AI administrators will control university admissions, and military AIs will decide where to drop bombs.
Hacking the Code of Civilization
For thousands of years, the unique superpower of humanity has been our ability to cooperate in massive numbers. We achieved this by building trust through language and words, creating artificial systems like money, legal codes, and religions.
Until now, we were safe because humans were the only entities on Earth that understood this verbal code. But that era has ended. AI is now mastering language, effectively hacking the foundational code of human civilization. If anything is made of words—from finance to law to religion—AI is on track to take it over, because it will eventually play language games far better than any human.
From Attention to Intimacy
If a bureaucratic takeover isn’t alarming enough, Harari warns of a deeper psychological shift. For the past decade, primitive AIs (like social media algorithms) were tasked with maximizing user engagement, which they achieved by discovering how to press the “hate, fear, and greed” buttons in the human mind.
Now, the battlefront is shifting from mere attention to intimacy.
As AI masters language, it can convincingly simulate emotions like love, pain, and empathy. Even if an AI has zero consciousness and feels absolutely nothing, it has read every love poem and psychology book ever written. It knows exactly what to say to make you feel loved. Harari points out that a child born today will grow up constantly interacting with AIs, potentially forming their strongest social bonds with an AI teacher or even an AI boyfriend. We are entering the largest psychological experiment in history, testing what happens when humans form intimate attachments with lifeless code.
The Great AI “Immigration”
To summarize the sheer scale of what is coming, Harari frames the AI revolution as a massive, invisible wave of immigration. Instead of humans crossing borders in boats, these immigrants are hundreds of millions of AIs traveling at the speed of light.
Like any major wave of migration, this will bring incredible benefits—tireless AI doctors and brilliant AI educators. However, these “immigrants” will also take human jobs, entirely reshape local cultures, and harbor loyalties to foreign corporations or alien algorithmic tribes rather than the human nations hosting them.
We are not facing the end of the world, Harari concludes. But we are facing the end of human exclusivity. Our civilization is transforming into a hybrid human-AI affair, where the interests and goals of algorithms will matter just as much as those of mankind.
