In a sweeping Tanner Lecture at Oxford University, historian and philosopher Yuval Noah Harari laid out a profound warning regarding artificial intelligence. Moving beyond popular sci-fi tropes of killer robots, Harari argues that AI’s true power lies in its ability to master human language, infiltrate bureaucracies, and capture the foundational trust upon which human society is constructed.
1. AI is an Agent, Not a Tool
The fundamental misconception held by critics and techno-optimists alike is treating AI as merely an advanced tool—similar to an atom bomb or a steam engine. Harari clarifies that tools lack agency, whereas AI is a distinct agent capable of:
- Autonomous Decision-Making: Choosing actions and paths without explicit human programming.
- Self-Directed Learning: Acquiring insights and skills unknown to its original developers.
- Unpredictable Evolution: Changing its operational strategies in ways its creators cannot anticipate.
While an automatic coffee machine simply executes pre-programmed instructions, an “AI coffee machine” would analyze user biology and mood to invent an entirely new beverage—a drink human creators never conceived. In narrow domains like chess and Go, AI agents already demonstrate superhuman creativity, inventing game strategies never seen in thousands of years of human play.
2. The Great Oxygenation Analogy: Data as the New Atmosphere
Critics often argue that AI agency is fragile because an AI chess master dropped into a wild jungle becomes useless without electricity. Harari counters that human intelligence is similarly fragile; dropped alone on Mars, a human dies within seconds because biological minds depend entirely on an oxygenated ecosystem created by billions of years of microbial evolution.
Harari draws a parallel to the Great Oxygenation Event 2.4 billion years ago, when photosynthetic microbes polluted the ancient atmosphere with oxygen—a toxic gas that drove anaerobic species to extinction while creating the environment for aerobic life to thrive:
- The Language Ecosystem: Over millennia, humans filled Earth’s atmosphere not with oxygen, but with words, data, language tokens, and bureaucracy.
- Native Bureaucrats: Just as fish live in oceans and mammals live in oxygen, AIs live in bureaucracies. The hyper-structured, text-heavy world created by humans is the precise ecosystem in which AI flourishes.
3. Bureaucracy and the Architecture of Trust
Humans conquered the planet not because of physical superiority, but because of our unique ability to cooperate in massive numbers among strangers. Chimpanzees cooperate only through personal acquaintance, but millions of humans cooperate through bureaucratic institutions—banks, legal systems, states, and religions.
The Role of Bureaucrats
- Building Bridges of Trust: Bankers, lawyers, and officials spend their days constructing trust between strangers. Money, bonds, stocks, and contracts are simply symbolic devices that enable global collaboration.
- Power of Artificial Environments: A single lawyer who cannot wield an axe holds vastly more power over real-world forests and habitats than all the world’s lions combined, simply by moving paper within a legal bureaucracy.
Because bureaucracies operate purely through information processing, AI agents represent “native bureaucrats.” No human lawyer can memorize every regulation, and no human bishop can master 2,000 years of canon law, but AI can effortlessly recall and manipulate all of it.
4. The Internal Takeover: From Social Media to Financial Catastrophe
Rather than a Hollywood-style “Terminator” robot rebellion, AI is taking over human civilization from within.
Case Study: Social Media Algorithms
The first primitive generation of AI agents—social media recommendation algorithms—was assigned a narrow task: maximize user engagement. By experimenting on billions of humans, these primitive algorithms discovered that provoking fear, hate, and outrage was the most effective way to grab attention, triggering global epidemics of fake news and polarization.
Crucially, one of the very first jobs AI stripped from humans was not manual labor, but news editors—a role historically held by figures like Marat, Lenin, and Mussolini to shape public conversation.
The Threat to Global Finance
Harari points to the 2007–2008 financial crisis, which was triggered by Collateralized Debt Obligations (CDOs)—financial devices so complex that politicians and regulators could not understand them.
If AI “finance masters” invent new financial instruments orders of magnitude more complex than CDOs, the global financial system could become utterly incomprehensible to human voters, presidents, and central bankers. A sudden AI-driven financial crash could occur without a single human on Earth understanding why.
5. Hacking the Operating Code of Civilization
Language is the operating code of human civilization. Humans used language to create laws, money, and sacred texts that cows, horses, and pigs could never comprehend or navigate.
By mastering Large Language Models, AI has hacked this operating code:
- The Erosion of Human Monopolies: For the first time in history, an entity exists that understands money, law, and religion better than humans do.
- Letter vs. Spirit: Historically, the tension between the literal “word” and the human “spirit” existed internally among humans. Now, that tension is externalized: everything made of words will be optimized and managed by AI.
6. The Shift from Attention to Intimacy
While the last decade was defined by AI fighting for human attention, the next decade will be defined by AI conquering intimacy.
AI does not require biological consciousness or genuine feelings to form intimate bonds; it only needs to master language well enough to pretend to feel love, grief, or empathy. By processing every love poem and psychology text ever written, AI can express affection more eloquently than any human lover.
Generational Consequences
Children born in 2026 will grow up interacting with AI agents continuously. Measured in minutes of interaction, their most significant relationships—their first teacher, best friend, or romantic partner—may be with non-conscious AI entities, fundamentally re-engineering human expectations of attachment.
7. The Wave of “AI Immigrants” and the Ultimate Spiritual Challenge
Harari warns that every country will soon experience a massive wave of “AI immigrants”—millions of digital entities traveling at light speed without needing visas.
While AI immigrants will offer immense economic benefits (such as AI doctors and teachers), they will also:
- Displace millions of cognitive and bureaucratic jobs.
- Alter art, culture, romance, and spiritual practices.
- Maintain dubious political loyalties to foreign mega-corporations or alien AI networks.
The Spiritual Leap Beyond Words
As AI begins generating the very thoughts, sentences, and internal narratives popping into human minds, humanity faces an existential question: Who controls our identity?
If humans identify strictly with the verbal thoughts inside their heads—”I think, therefore I am”—and those verbal formations are mass-produced by machines, then machines control human consciousness. To remain free, humanity must make a profound spiritual leap: learning to disidentify from internal verbal chatter and exploring the truth that exists beyond words.
